PREFACE

The writer of this book was temporarily attached tothe British Treasury during the war and was theirofficial representative at the Paris Peace Conference up to June 7, 1919; he also sat as deputy forthe Chancellor of the Exchequer on the SupremeEconomic Council. He resigned from these posi-tions when it became evident that hope could nolonger be entertained of substantial modification inthe draft Terms of Peace. The grounds of his objectionto the Treaty , or rather to the whole policy of theConference towards the economic problems of Europe ,will appear in the following chapters. They areentirely of a public character, and are based on factsknown to the whole world.
