the details of the Armistice would have to be left tothe military advisers of the United States and theAllies , and must provide absolutely against the possi-bility of Germany 's resuming hostilities; (2) thatsubmarine warfare must cease if these conversationswere to continue; and (3) that he required furtherguarantees of the representative character of theGovernment with which he was dealing. On October20 Germany accepted points (1) and (2), andpointed out, as regards (3), that she now had aConstitution and a Government dependent for itsauthority on the Eeichstag. On October 23 thePresident announced that, " having received thesolemn and explicit assurance of the German Govern-ment that it unreservedly accepts the terms of peacelaid down in his Address to the Congress of theUnited States on January 8, 1918 (the FourteenPoints), and the principles of settlement enunciatedin his subsequent Addresses, particularly the Addressof September 27, and that it is ready to discuss thedetails of their application," he has co mm unicated theabove correspondence to the Governments of theAllied Powers "with the suggestion that, if theseGovernments are disposed to effect peace upon theterms and principles indicated," they will ask theirmilitary advisers to draw up Armistice Terms of sucha character as to "ensure to the Associated Govern-ments the unrestricted power to safeguard andenforce the details of the peace to which the German
