The execution of this programme in detail willthrow on the Reparation Commission a peculiar task,as it will become possessor of a great number ofrights and interests over a vast territory owingdubious obedience, disordered by war, disruption, andBolshevism. The division of the spoils between thevictors will also provide employment for a powerfuloffice, whose doorsteps the greedy adventurers andjealous concession-hunters of twenty or thirty nationswill crowd and defile.
