For these reasons I conclude that whilst theSettlement of London granted a breathing space tothe end of 1921, it can be no more permanent thanits predecessors.

THE WIESBADEN AGREEMENT
In the summer of 1921 much interest was excited byreports of confidential interviews between M. Loucheurand Herr Rathenau, the Ministers of Reconstructionin France and Germany respectively. An agreementwas provisionally reached in August 1921 and wasfinally signed at Wiesbaden on October 6, 1921 1 ;but it does not come into force until it has receivedthe approval of the Reparation Commission. ThisCommission, whilst approving the general principlesunderlying it, have referred it to the principalAllied Governments, on the ground that it involvesdepartures from the Treaty of Versailles beyondtheir own competence to authorise. The Britishdelegate, Sir John Bradbury, has advised his Govern-ment that the Agreement should be approved subjectto certain modifications which he sets forth; and hisReport has been published. 2
