repayment of credits granted to ex-enemy Powers for the purposesof relief.

Article 13 reserves the question of fixing the cost of thearmies of occupation in Germany on a uniform basis for discussionwith the United States of America .

(B) The Allied Note to Germany on the subject of Coal Deliveries

1. The German Government undertakes to place at thedisposal of the Allies , from August 1, 1920, for the ensuing sixmonths, 2,000,000 tons of coal per month, this figure havingbeen approved by the Eejiaration Commission.

2. The Allied Governments will credit the Reparation accountswith the value of this coal, as far as it is delivered by rail orinland navigation, and it will be valued at the German internalprice in accordance with Paragraph 6 (A), Annex V., Part VIII.,of the Treaty of Versailles . In addition, in consideration of theadmission of the right of the Allies to have coal of specified kindand quality delivered to them, a premium of five gold marks,payable in cash by the party taking delivery, shall be appliedto the acquisition of foodstuffs for the German miners.

3. During the period of the coal deliveries provided for above,the stipulations of Paragraphs 2, 3, and 4 of the draft ControlProtocol of July 11, 1920, shall be put in force at once in themodified form of the Annex hereto. (See below.)

4. An agreement shall be made forthwith between the Allies for distribution of the Upper Silesian coal output by a Commissionon which Germany will be represented. This agreement shallbe submitted for the approval of the Reparation Commission.

5. The Commission, on which the Germans shall be repre-sented, shall meet forthwith at Essen . Its purpose shall be toseek means by which the conditions of life among the minerswith regard to food and clothing can be improved, with a viewto the better working of the mines.

6. The Allied Governments declare their readiness to makeadvances to Germany equal in amount to the difference betweenthe price paid under Paragraph 2 above, and the export price
