That steeple rests uponcolumns, of which no slight portion has been erected bythe benevolence of the citizens. But these columns would notbear the steeple, and the benevolence of the citizens would availnothing, if the building, instead of being on sure rocks, waserected on shifting sands. Similarly, all social movements arefruitless without a powerful economical foundation of strong andtechnically progressive centralised industries.
